They think carefully about what ideas or stories they want to show with their work. Cartoons have an advantage over the works of art you see in museums too. People need to travel to museums to see famous works of art, but a cartoon is as near as the newspaper or the internet. Cartoons talk about ideas that are important to people in a simple and easy-to-understand way. Most people do not need to stare at a cartoon for a long time to understand its meaning.
