Once, there was a moat(护城河) near the gate of a city wall. In the moat, many fish were swimming happily there.

One day, the gate caught fire. One of the fish saw it and said to others, "Swim! Swim quickly! It's on fire!" But other fish didn't care too much. They thought the gate was far away and it would not hurt them. At last, only that fish swam away.
The fire burnt more and more seriously(越来越严重), so all people came to the moat to get water. In the end, the fire was put out(扑灭) and the water in the moat was used up. The fish in the moat died in the process. Some were thrown into the fire and some died because of no water.

Many years later, Du Bi, a scholar in the Northern Qi Dynasty created(创造) the idiom "When the city gate catches fire, it's the fish in the moat that get hurt."
