Facing such a great challenge,the seven states that depend on the river for water have decided to cut about 25 per cent of their use of water. 4. In fact,since 1922,an agreement called the Colorado River Compact has governed(管理) how the seven states share the water in the river. However,the agreement only works in times of plenty and fails to play a role in times of drought. Now it's very clear that efforts(努力)are far from enough.
